Open data portals across Europe: Norway enhances data discoverability with AI-powered search and user-first design

Norway’s national open data portal,data.norge.no, sets itself apart with an innovative AI-powered search function that allows users to find datasets using natural, everyday language. This approach reflects the portal’s broader commitment to usability, making it easier for all types of users to engage with public data.   

Building on this user-first design, the portal’s AI tool interprets plain language queries and returns relevant datasets – helping users discover information even without technical terms or predefined keywords. This feature was presented during theOpen Data Days 2025in Luxembourg, where it was recognised as a leading example of how artificial intelligence can improve open data accessibility.  

In addition to smart search, the portal includes several interactive tools that further enhance user engagement and accessibility. The ‘data hunter’ feature enables anyone to request datasets not yet published, helping users connect directly with public institutions that can assist in locating or releasing the information. To foster dialogue and collaboration, the portal also hosts discussion forums – open to all and accessible without registration – where users can ask questions, exchange ideas, and share feedback with others working in the open data space. Together, these tools create a more responsive and inclusive environment for interacting with public data.
