Health Technology Assessment: The regulation that provides access to healthcare data

How collaboration and coordination across Europe help to create innovative products

The Regulation on Health Technology Assessment (HTA), implemented by the European Union and applicable since 12 January 2025, aims to ensure a fair, transparent, and evidence-based evaluation of medical technologies. By establishing a framework for joint clinical assessments among EU Member States, the HTA enhances decision-making processes, reduces duplication of efforts, and promotes equitable access to innovative healthcare solutions across Europe. 

Part of the HTA’s success is the connection to open data. Open data ensures that the evidence base for clinical assessments is accessible, reliable, and transparent, as anybody can access it and conduct an independent test. Open data is often easily reusable, facilitating cross-border collaboration as Member States can share standardised data, methodologies, and outcomes with each other. It also fosters trust and accountability by providing stakeholders (e.g., healthcare providers, policymakers, and patients) with clear and comparable information about the effectiveness of health technologies.
