The European Court of Auditors (ECA) is the European Union’s external auditor, improving accountability and transparency to build trust among EU citizens. The ECA examines EU revenues and expenditures across all policy areas, from economic growth to climate action.

We improve public accountability in the EU

The ECA supports the other EU institutions and the member states in managing and supervising the use of EU funds. Its work is particular important for the European Parliament when deciding whether the EU’s accounts are accurate and the funds are properly spent.

Through authoritative audit reports, the ECA provides insights on the EU’s financial management and policy implementation. These reports help improve future policies and are designed to be accessible, ensuring citizens understand how their money is used and whether it aligns with EU rules.

We cooperate closely with other supreme audit institutions

As around 80% of the EU budget is managed jointly with the member states, the ECA collaborates closely with national supreme audit institutions. Together, they ensure robust scrutiny of EU spending across all member states. 

We help to set the standards for auditing public finances

The ECA plays an active role in advancing public financial management and audit standards, contributing to forums like INTOSAI to shape best practices.

We make an impact with our work

Our work has a real impact on the way the EU is run, and most of our recommendations are accepted by the European Commission. Follow-up audits confirm that these recommendations positively impact the EU governance.

We contribute to fighting fraud

Although most errors in EU finances are unintentional, the ECA identifies and reports suspected fraud cases to the European Anti-Fraud Office (OLAF) or the European Public Prosecutor’s Office (EPPO) for investigation, supporting the fight against corruption
