Unveiling the high-value datasets: HVD Best Practices Report

In an era of digital transformation, the European Union is at the forefront of unlocking the potential of public sector data, with high-value datasets (HVDs) being particularly impactful due to their substantial social and economic benefits. As these datasets are essential for enhancing digital services, the HVD Implementing Regulation was introduced to standardise the publication and reuse of HVDs across Member States. Despite the enforcement on 9 June 2024, the Open Data Maturity Report 2023 has revealed significant disparities in HVD legislation implementation across Member States. To address these challenges, data.europa.eu has published the research report ‘High-Value Datasets Best Practices in Europe’, highlighting best practices from leading Member States to assist them in complying with the mentioned legislation.

In the report, a content analysis of the Implementing Regulation on HVDs was conducted, reviewing existing analyses to identify key themes and trends. Afterwards, qualitative interviews and best practice research were carried out with Member States at different stages of HVD implementation to gather insights into their challenges and successful strategies. Finally, actionable recommendations were developed by synthesising best practices from leading Member States into practical guidelines for less mature countries.

Ultimately, the report includes a roadmap to help the countries implement the regulation, helps with requests from Member States for further support from the European Commission, and stresses the need for collaboration not only between the countries themselves but also with the Commission.
